I think the best way to answer your question would be to suggest you enter your character information on this calculator and see what adding IAS from jewels does.

It looks like 6 FPA is the fastest possible regardless of additional IAS. So if you have level 20 Fant and a Phase Blade as your primary weapon, you need 8 additional IAS from somewhere.
Say you’re wearing Laying of Hands gloves already, which gives you 20 IAS, with lvl 20 Fant and a PB weapon. You already hit the max 6 FPA, so adding more IAS from a jewel would be wasted.
Say you’re wearing Dracs instead though, with no IAS, and you had no other IAS on your gear, then adding a 15% IAS jewel would get you to the last FPA break point, but 7 IAS would be “wasted” since you only needed 8.
Looks like even with level 60 fant (highest the calculator goes and highly impractical/impossible to achieve) you still need 3 IAS to hit the 6 FPA break point, so non-fant IAS would always seem to be useful. If you’re using a base weapon slower than a PB, then IAS would be be even more useful.
You’ll have to have the calculator do the math for your specific situation.
Full disclosure, I’m not very experienced with Smite, so if I’m not using the calculator correctly, hopefully someone will come along and correct me!

yes, any IAS%, faster weapon base or other attack speed increases also help smite faster. As well as slows, getting cold\decrepified\holy frozen slows smiting
And I can vouch for Warren’s attack speed calculator being accurate (unlike Maxroll planner)
