Can I restart the difficulity?

You can not complete the quests again if that is what you are wondering.

You could use a character respec from Akaras Den of Evil quest, which resets all your stats and skills, allowing you to allocate your points again.

And you could throw away/sell any of the items you’ve gained in Hell difficulty.

There’s no official function to restart a difficulty.

cause I’ve reassigned my skill points by Akara and two of skills (Thorns and Conviction) even at 20 level turned out to be almost useless and I`m now extremely ineffective against some class of enemies

No you cannot do what you are trying to do. Youll have to make a new character or get a token.

In single player there is a way to turn on infinite respecs. Here is a description I found in another thread:

You need to add a command Line in the launches advanced settings.
You write -enablerespec then launch the game. Open your character window, you’ll se the + at every attribute is red, you must not have any leftover points. Then alt+klick any + sign and, BAMM you can respec all your attribute and skill points.

By the way: Thorns was one of my more enjoyable playthroughs for normal and nightmare difficulties back in the LoD days (before a D2R patch nerfed thorns in some weird way). I was very sad when in stopped working so well in late Nightmare

Well there is, its just far more difficult without any help.
If you are Single Player, and you dont care about playing fully legit, just go to a D2R Editor and reset the character using that software to the point you want.

Or do what SudianX said above if you are comfy with code stuff.
