What level character do they need to be gambled with?

That’s a good question. I tried with a L90 char but no luck after gambling 10m

I got 2 after gambling 10Mil, with 30% better vendor pricing on a level 93 char and selling everything back. This is going to take a while…

I’ll go for it though armets are much harder to gamble (due to cost, rarity) than e.g. boots, gloves.

Go for 2-3 rounds (12/18 helms) and if you don’t get any armets then reset the gamble window, sometimes it works and gives better results.

Got ber for 50 armets. Roughly 2-5 armets per/10mil gambled, nice farming for gold horker.
