Brightness changes when i move the character

I have a very strange bug that only affects D2R.
When i move the character the brightness of the background graphics dim down, when i stop the character they go bright again.
This is most visible in Arcane Sanctuary and the structures underneath the walkways.

This happens with every possible Video setting, Monitor setting, with and without HDR, with default driver settings and with optimal driver settings.
And again, only on D2R.

Has to be some kind of combo with D2R, my Nvidia RTX3070, Windows11, my monitor.

Heres a video of what happens:

I guess it relates to a game effect called “Light Radius”:

Well then the light would be the same if the character is moving or is still
The thing here is that it changes - like turning a light on and off - when u start moving.

Light radius seems to be bugged in D2R in contrast to D2V

Is this getting fixed or what? Its a little jarring to play like this…

We ignoring this issue or what??

Same here, ryzen 5 3600 and RTX 2060S. Seems like Sheetzard dont give a duck. They have our money now we can duck off.

It seems like this bug is being buried for some reason. Highly disappointing.

Is this known about? Are you guys working on a fix? ETA? Anything at all blizzard? Good lord man lol

I’m here to pretty much confirm the issue and to tell you guys that I have it, and one of my friends has it as well.

I just fixed it on my end. I capped the maximum frame rate at 60.

I think its not related to light radius. because i have the same issue and i tested the legacy option and the problem wont occur in old graphics. It must be some bug on envrionment or shadows. by the way anyone have a fix for this? im still having the same problem in 2023.
