Bottom half of the screen darkens when moving

Any idea was causes this? When moving the bottom half of the screen darkens considerably, but the top half is fine. As soon as I stop moving the darkening goes away. I’d tried changing every video setting to on/off or ultra and low and nothing fixes it.
