I’ve been using my pally w/ Countess in Hell for hopes of one, as this is the place I can most comfortably farm. Are their chances elsewhere before this that may help increase the odds?
Monster density is key to finding runes. Just gotta kill them fast.
Targeting specific runes is possible, but it involves eliminating the chances for higher runes to drop.
Farming Act 4 Nightmare is going to be your best chance of finding a Pul.

If you have a friend, just rush him to nightmare and hell for forge.
i would say travincal? nm or hell. over and over again
Just kill stuff play the game and they drop eventually. Nightmare cows would be an easy and good bet.

start at pandemonium fortress, kill EVERYTHING. walk in like you’re gonna exterminate the entire zone and kill anyhting that moves between where deckard cain is standing and where diablo spawns.
For everything till IST, countess is by far the best option, having teleport and beeing used to the maplayouts helps alot. Fast runs are important. IST drops something about every 120 runs (don’t know it exactly whitout looking it up), everything beneath even more often.
For everything above IST, like everyone said, mass kills, high monster density.

i’ve never gotten an ist from her. i’ve gotten Sur on the 4th floor from ghosts tho

Yea, exactly. However, I got a Vex from a unique I killed outside her room.

Ghosts have due their limited drop table high rune drop chance and can drop (Not 100% sure without looking up) every rune from level 3 on (If i remember correctly TC from first 2 levels is not high enough for every rune) - so farming ghosts on the way to countess is an solid strategy.
Best ways to get runes and Pul/Um, you can mix them together, efficiency is key:
- farm Hell Countess (need a sorceress or a build with Enigma); can easily drop Lem (can be cubed for Pul), once in a while (less than 1:100 I think) also Pul
- collect 20 jewels/Ral runes/perfect gems and trade them for Pul
- farm lower kurast crates/logs/chests/corpses (no need to kill; done the best using a sorceress with Teleport + Telekinesis)
- clean whole areas (all Act IV Nightmare/Hell, Nightmare/Hell cows)
- farm Hell Travincal (may drop runes higher than Pul, trade them)
- farm Terror/Hate keys and trade them for runes
There are other ways, but essentially pick up something your build can do easily and efficiently and do it as much as you can, as fast as you can, in a loop.
