It seems less than coincidence that on my best countess haul (ohm, io, fal, dol) that the game would crash as soon as I pick them up and not save the loot… is there a place to put in a ticket to have them restored?

No. Diablo games have no in-game services at all. The only game they have limited service for is WoW which is a subscription game.
Diablo games don’t have second by second logs. They only save account snapshots. That save is done when you save and exit (of course) and also random auto saves. So if you crash or DC then you will come back to your last save - which may be older than the very last thing you did. Without logs showing the drops, where they went (vendored, traded, dropped, etc) there is nothing for GMs to use for services.
WoW does keep the second by second logs of everything being a real time MMO - which is why they have some services for it.
nope, you’ve figured out the blizzard conspiracy to keep OHMs out of circulation, and… there is nowhere to get items restored, or created for you.
