Attack Rating on Amazon’s ranged skills does not apply, and is incorrectly shown on the character screen. Believe this applies to Poison Javelin, Plague Javelin, Fire Arrow, Exploding Arrow, Immolation Arrow, Cold Arrow, Ice Arrow, Freezing Arrow, and Magic Arrow. Now that Strafe has Attack Rating, I suspect that this applies to Strafe as well.
This is hard to test on PTR, but this is an old bug. I am not allowed to post links here, but are many posts on the legacy Diablo 2 forums and third party sites like The Amazon Basin and Reddit that discuss the issue in greater detail.
As far as I know, this was not fixed in 1.14, I’ve seen no mention of a bug fix in D2R, and I do not think it was fixed in this 2.4 PTR.
If anybody else has additional information, or can provide concrete proof that this bug still exists, that would be helpful. Thank you.

I can confirm. When I put in my bow for half a second I can see 5k attack rating and after that only 4100 and it stays on that level. I was wondering why this happens.
Edit: A little correction. This happened only while having blessed aim aura from my mercenary

I think you’re running into a very old, but separate bug: Blessed Aim overwrites Penetrate. Copied from the Penetrate page on The Amazon Basin wiki:
“[Blessed Aim] uses the same passive state as Penetrate and thus overwrites Penetrate, regardless of level: if level 1 BA (+75% AR) is applied to an [Amazon] with level 20 Penetrate (+225% AR), only +75% AR will be applied to that Amazon’s attacks from those two sources, not +300% AR or even +225% AR. This doesn’t affect +% AR from other sources.”
I thought that one was fixed, but I guess not. That would be another great bug to fix.

I think it will have much better chance of fixing if you actually post a proof here (not a link). I.e. how do you test\reproduce it. Understandably it’s some random probability, but you can find a test case where it makes a noticable difference
I have verified this bug, and it is relevant only for strafe. I’ve also made a video showcasing the testing.
I’ll make another post with better clarity of the description
