Yes. TZ just change the base level of the entire zone - which affects monsters, chests, breakables, and everything in between.
How did you confirm this? Everything Ive read only states that the monster levels are changed.

Did you find a Tyraels Might or Griffons from a chest or under a rock? Items dont have item levels labeled on them. How can you tell what IL your items are?
Honey, when was the last time you got a great sword or gothic plate drop from the Normal Blood Moor? Or a stack of cash over 100 in a single pile?

If it functions that way in normal it functions that way in Hell. It’s just harder to notice in Hell because there is such a wide variety of possible drops already. In Normal - and especially the Blood Moor - the drop tables are vastly reduced because of the lower level of the zone. Normal Blood Moor is level 1 and can only drop certain very low items. If you play Normal Blood Moor Terrorized then it’s up to level 45.
Item Levels are based off the chest or creature that drops it. Chest and creature levels are based off the zone. TZ alter the level of the zone.
I literally just got a Serpentskin armor (Item level 36) from a chest in Terrorized normal Arrreat Plateau which proves my point. Arreat Plateau is regularly 26, Serpentskin is minimum quality level 36 - which means it can’t drop normally. Terrorized Arreat Plateau is 45, which means anything up to item level 45 can drop, hence the serpentskin.
Go do your own testing.

I was testing it, it does affect ilvl of objects. They can also drop from higher treasure class. But rarely tho.
Racks and armor stands are arealvl-1 btw
