Should I keep my eye out for one version of flail over the others for creating a Heart of the Oak? And if it doesn’t come with sockets, will the socket quest guarantee 4 sockets?

The normal flail can have up to 5 sockets. If the flail is found in area level 26 through 40 from a normal monster, it will roll a max of 4 sockets. Area level 41+, it will roll a max of 5 sockets. If one drops from a minion, I believe minions drop item level=area level+2
Not really worth blowing a socket quest though, as they’re relatively common. Consider using the cube recipe if you really want one.

I believe the flail is the most common choice for HotO because of the lower stat requirements. Is this correct or should I aim for something different?
I’m currently playing a Hammerdin but would like the HotO to be available to other caster classes that I may play down the line.
The damage doesn’t matter for HoTo, you use it for fcr and +skills.
Flail is most commonly used because it has low requirements.
