I have no second weapon, but shield so i left it empty. Then Weapon IAS field, i am not sure, it is the bonus attack speed from weapon stats? My weapon has no bonus attack speed so left it at 0.
Then IAS field, is it bonus attack speed from other items? I have 30% together in gloves and belt.

The field Weapon IAS is reserved for IAS that is directly on your weapon.
So if you War Scepter had a magical property 10 IAS or you put a Shael in it, it should be listed there, this is because some skills do not use IAS that is not on the weapon itself, but on other gear like gloves.
The IAS on the gloves and belt is listed correctly in your picture.
You could use this character builder to calculate your IAS as well (and a lot more) and you would just place the IAS on the item it is one and the calc does the rest (bit more work, but you get skill calc, damage calc etc all in addition).
