Reading the patch notes it states that Dragon flights casting delay has been removed, unfortunately it seems like Dragon flight is not effected by Faster cast rate or Increased attack speed. Am I miss understanding the patch notes with the removal?
It currently works like this:

Animation length is unaffected by movement speed, attack rate or cast rate modifiers of any kind: it always lasts 23 frames, teleporting in the tenth frame and attacking in the fifteenth. However, due to its delay, when attacking continuously the interval between attacks is 34 frames (1.36 seconds).
So basically, in 2.4 instead of being stuck at 34 frames per Telekick (0.73 aps), we’re now stuck at 23 frames per Telekick (1.08 aps) because they removed the casting delay. No matter what you do it will always take 23 frames to Telekick.
