I’ve used my reset stats & skills on nightmare difficulty recently. When I came to normal to reset it again there wasn’t any option from Akara to reset it. Anyone else having this bug? It sucks because I wanted to go back to my previous build for a while!
I am 100% sure I had not used my reset on normal difficulty before, so that’s not what happened.
Maybe you should complete the First Quest. You would be not the first one who forgot it.
Maybe I’m missing something, but how did Alix get to Nightmare Difficulty if they hadn’t finished Normal Difficulty first?

My guess is you did use it and just don’t remember. 
You can easily finish normal difficulty and not do den of evil, I think that’s what they were saying.
I’m with you though, in these sorts of cases in all likelihood they used it and forgot about it, or have some “selective memory” lol. It has even happened to me before with Larzuk quest
Hmm… I did not know that (after 21 years). I only knew that I have Nightmare and Hell Difficulties locked until I finish Normal. But then, I don’t believe I’ve ever skipped any Quests before either.

Many second chars run direct Tristruns and enter fast act 2 without leaving rogue camp. So it happens that they don’t complete the First quest.
And yes you don’t Need to complete every quest to get to the next act. I mean nobody would rush you if it needed hours to complete every quest.
Well, Alix should be able to easily check this. While they’re still in Normal Difficulty they can check their Quest Log for Act I and see if the Den of Evil Quest is completed or not.
If it is completed, they probably already used that Respec. If not, then they can still earn it.
