Okay I am on a new Sorc, trying to buy a staff (any staff) with a buff to blizzard. I am level 15 however since level 1 I have only see Akara sell staves with tier 1 - 3 none of them have had tier 4 - 6 on them. I have been looking online for information and all I have found is that any staff can have any enchantment on it adding between +1 and +3 to any skill. However I am starting to believe this isn’t true that it’s dependent on your level. Does anyone know the truth about this subject? I have played diablo 2 since the year it came out.
Well first off there wouldn’t be any +blizzard staves that you could equip so why bother. Secondly yes it is based on your level as well so you won’t see them. Thirdly iirc each vendor has a cap of what they can sell anyways so I don’t think norm akara would sell any with blizz even if you have proper level. Lastly I think most sorcs leveling up would much rather get the runes to make spirit sword…
Blizzard is the most powerful build in the game.

Just go make spirit sword and use at 24…

Also in reference to what you said earlier about, “there wouldn’t be any +blizzard staves that you could equip” do you know this for a fact, I am not trying to argue with you on it just want to know you know this for a fact. Because the offical page says any skill can be buffed as an enchantment. Or did they change something in Resurrected?

Yes, Spirit sword. Spirit is a runeword made in a one handed sword, Tal Thul Ort Amn, 2 skills, up to 35% FCR, a bunch of vita and mana and you can use a shield.
Yes, ALL staffs/scepters/etc with +skills have a minimum level requirement that is equivalent to the character level needed to obtain the skill…so staves with blizz are going to be at least level 24.
