Wrong. Flat out wrong.
- SS Wolf has the BEST FHR scaling in the whole game out of any class.
4 frames at 42%. Nothing is even close. - Bear at 7 Frames is better than Druid - Human, Sorc and Necromancer. That was a tradeoff. At 6 frames it’s in line with Necromancer.
Human Druid is just weird fhr.
Non specific re: This CTC debate: It was considered too overpowered to allow WW CtC - this was based on the old WW aps model. It would be perma AMP/Decrep and a light show of procs.
Whether or not that should be the case with the recent changes is debatable.
Whether or not melee in general or SS should freaking Proc CtC is not even something to put on the table.
