In areas that have current Terror Zones, the TC level of the super Unique is getting raised with all other regular monsters. Ive got 2 clear examples, and 1 example that I am very sure that the super unique dropped the item.

That is as intended. Refer to the patch notes for Hell Uniques. They are high enough level to drop them.
that is referring to Uniques. not Super Uniques.
This was noted to be a bug by Pez, seems they are aware of it.
