I dont think i’m gonna play ladder and instead work on my current characters on non ladder.
My question is the things i’m missing out are just the new runeword and cube recipes correct?
The new class balance, spawning Dclone and item changes (like the buff to sets) are in the 2.4 non ladder as well?

I believe that 99% of all the added content with the exception of the new runewords will be going live to both single and multiplayer.
The new season is mostly for players who want to rush to level 99 and for others to farm up FG quickly while the economy is fresh and hot.
