There is no point in playing D2R at all except for fun.
In Classic Diablo 2 Barbarian is the strongest class.
CTA and Enigma are the problem you have but they aren’t going away.
Plus All Skills items already exist so it’s not going to make casters stronger. It’s just going to make Rare items viable as a replacement from Runewords and Uniques
Already, no changes, Lore, Shako, Spirit, Enigma, SoJ, Arachnids, Tarn, Circlets, Amulets, give lots of skills but they always drop with skills and can be acquired very easily.
Having it on rares just means the possibility of replacing some of those BiS staple uniques and runewords with something more interesting.
It should exclusively be an end game affix, level 85.
