Why would you put a limit on how many tickets someone can do

I literally made a whole new account because I STILL cannot log in. All I needed was one more ticket answer the same questions I have ALREADY answered multiple times just for blizzard to tell me I have too many active tickets. I’ve tried on different devices and they all say the same thing, but how does it even know it’s me WHEN I CANT EVEN LOGIN??:sob::sob: I have sent multiple tickets because blizzard required the same information(sometimes more sometimes less) from different GM and when I’m finally seeing hope I get told I sent too many? Like yeahh ik that’s because you guys haven’t helped resolve anything, so how is this my fault? I just want my account back my old number is deactivated and I DONT have an authentication code which is why I need to send this last email so I can finally have my account back! PLEASE HELP!!:sob::sob:
