For anyone running into a similar error, please check that this is not the BLZBNTBGS80000011 error. This is a completely different error caused by connection issues to Blizzard services. If you are running into the BLZBNTBGS80000011 error instead, please refer to this thread.

- Temporarily disable any security or antivirus applications.

Check for driver and Windows updates.
If on Windows 10, some updates can get stuck. You can check the Windows version by pressing Windows Key + R, type inwinver
. This should state Version 1909 (Build 18363). If its not on this build, try this link to download the latest version of Windows. - Run a system file check and image repair.
