I have tried everything including every tip provided from blizzard.
Reinstalling, running as admin, changing owner in security tab, compatibility mode, clearing dns, making another admin account, resetting netsh ip text log, winsock reset, deleting dozens of program data blizzard/battle.net folders (need to delete battle.net folder just to get past Blzbntbna00000005 on every login), deleting app data local and roaming folders, allowing battle.net through firewall, and advanced inbound connections and making sure their locations are correct, turning off windows security, deleting registry folders, all of these in various combinations while resetting my PC. Anytime i try anything like updating, repair and scan, and uninstall the page wont refresh or takes a long while, unless i close window and reopen from window tray and it says “waiting…” every single time for past day 1/2.
Just noticed this myself.
The launcher looks like it has an update paused.
Attempt to scan and repair - get error BLZBNTAGT00000BB8. Click OK.
Then the “paused update” has the play icon, so I click that. It gets to reclaiming files, then throws the same error. Click OK. Then the paused update shows as finished and game ready, however still can’t scan and repair game files.
My input on the topic. 
Had the same issue happening to me for a few months. Started with hearthstone taking a really long time to update, and now i’m unable to download any games at all through the client. Wow classic still seems to update itself with no issues but I literally can’t download all the games Ive purchased over the years. I’ve done every possible solution that blizzard says to do and all other non-blizzard games have 0 issues installing or updating.
Just did a fresh install of Windows, still can’t even install a game, guess that rules out any User issues.
Same issue here.
I first had the issue that the game kept on freezing on character select screen, so i tried scan & repair, can’t do anything now anymore keeps on giving this error: BLZBNTAGT00000BB8
I tried uninstalling the game and downloading, same issue.
