The only workarounds at the moment is to try an alternative connection or while not supported, a VPN.
As for issue#2, were you trying on a new admin account? If not, try creating a fresh user profile and try it on the new admin account.
This error is specifically an issue caused by file corruption. Let’s try the following steps to cleanly uninstall the application one more time.
- Uninstall the application
- Press Windows key + R and type in %temp%
- Delete anything related to Blizzard or Battle.net
- Do the same for %programdata%, %localappdata%, %appdata%
- Reinstall the application
