Whenever I try to message a new friend I added it tells me “! There was an error delivering your message to [name]. (7004)” and does not send the message. This is only happening in new chats I open and not chats I have already spoken in. I’ve also tried logging in to another account, adding someone, and messaging them and it works just fine so I know it is not something wrong with my desktop app but rather my account. What is this error 7004 and how do I stop it popping up so I can message new friends?

These 7000 errors typically indicate that the recipient blocked you. If you can confirm that they are not blocking you, then there may be a strange bug.

I can confirm the person is not blocking me. It is also not just one person. While I am able to speak in any chats I have open. I added 10+ new friends I met in two different games and get the error when trying to message any one of them. I confirmed they accepted my friend requests and did not block me. I also had a couple people on my friends list I added a while ago but never messaged. Messaging them also gave the error so it appears to be any new chats I start. Do you have any idea how I can get this resolved?

Unfortunately there isn’t much information on this so it would probably be best to report it on the bug forums. If you haven’t already, it may be worth uninstalling the Blizzard app and clearing out the temporary files before reinstalling:
I have an update for this. I created a poll to share with my friends, after sending 10 messages out, I got the 7004 error.
Apparently 7004 refers to internal throttling with the messenger service if you are sending the same message too quickly to a number of people. You then cannot message ANYONE until the throttle wears off.
Ticks me off because they are my friends and I needed them to vote in my poll. But oh well.
