I made it to track 15 for the pack and did not receive the pack, Happened on 2 accounts.

The 15th reward from the Hearthstone rewards track is not a Castle Nathria card pack, it is the Revendreth card back. Click on the 15th reward to inspect it and compare that to the previous pack rewards.
