TL;DR: There isn’t one. Starcraft 2 is free-to-play, so you can download the game and watch replays using that.
With the availability of VODs, most people who want to watch Starcraft 2 for entertainment have a lot of material available online. Most players who watch replays do so to improve their performance and it is helpful for them to do this within the same environment where they can play matches. There is a very narrow use case for casual viewing of replays where a standalone player would be useful, especially since the game is free to play.
As long as this is the case, I doubt that Blizzard will have any reason to create a standalone player.
