Title. It always opens on my primary monitor (where my games are) an interferes until I move it to my other monitor.

I tested this. My Blizzard app login will open on the main monitor but when the actual app itself opens it goes back to where I last closed it on my secondary monitor. Is that the same for you or both open no matter what on the primary monitor? Just wondering.
Opens on the primary monitor no matter what. Just hitting the X to put it in the tray (which is on the secondary monitor), then double-click opening it, it opens up in the default position and size on my primary monitor, then I have to resize and drag it to my secondary.
