New Ranking System Doesn't Make Sense

I played 2 games in a row–the first we won and I was 1% off from ranking up, then the following game, I’d lost and the bar started off at ~25% and ranked down a further 32%. This doesn’t make sense how I could be so close to ranking up but then lose 1 game and drop significantly. Am I missing something here?

EDIT: The progress bar doesn’t seem to be linear and rather arbitrarily chooses where it starts off at the end of each match to determine whether you go up or down.

I don’t know which game you are playing, but you will want to provide feedback for the game on the forums specific to that game.
