LOWfps with 4070 ti + i7 12700k , 32 gb ram

Hi
I get very low fps ,in valdrakeen and raids,and any location where are people basicaly.

Win 11 pro
32 gb ddr4 4400mhz
I7 - 12700k
Rtx 4070 ti
Currently using it at 4k.

In valdrakeen i get 20-25fps.
In raids i get stutters and ~30 fps .
Can anyone give me a solution pls pls.
