There are many reports of US-West having troubles this ladder and towards the latter half of the last ladder.
Since you mentioned that you’re not having troubles with other realms, I suggest playing on a realm other than US-West until the problem has been resolved. I know it’s not a solution to the problem and you won’t have access to your US-West characters, but you will at least be able to play Diablo 2 with others.
