on reaching kor valar, the gate rendered, then when the discussion with the guard began it disappeared - though I was still unable to pass after the guard said he’d open the gate.
It did this to me when I went to turn in the next quest. I had to walk to the closest dungeon, load in, load out and go back. Then it worked.
