i changed regions and it let me install it but i still cant play it in game as it says its unavailable
Had the same issue. For some reason my region was changed from europe to americas. Seems like its working now after changing region at login.
I had the same problem. Log out from your battle.net app. On the log in screen click on the little ‘gear’ icon. Then select the European Region, log back in, and You should now manage the downloaded contents.

The suggestion only worked to some degree
Living in Europe, recently purchased games can’t be installed when connected to the Europe region, but they can be installed when connected to either the Americas or the Asia region. The behavior can even be replicated when switching back and forth between the regions

Had to change the region to Europe prior to signing into Battlenet to enable/download and install BO6,
Also, changed the region within Battlenet/Game Version - Call of Duty to Europe to be able to play BO6. Unable to play after install while Americas is selected
