For anyone having issues since the roger outage, when using the battle.net app I suggest trying to use any VPN to connect to a US location, I was unable to download the app to install it, it was always stuck at (downloading files) after switching my VPN to Baltimore us I can now download the files, seeing this as a fix for other battle net related issues involving rogers customers.
I have also noted much better performance, on other aspects involving my ISP such as videos loading better/quicker now, it seems rogers is still have issues.
EDIT tried using my VPN to Toronto as well, and the issue is gone as well if you don’t want to use a US location.
