Uninstalling fixed it for me, I was able to hit play while downloading and am resetting my weakauras now. Gl all.
Uninstalling the game then deleting data file under wow folder worked for me
Found a fix without reinstalling. Rename two folders in “C:\Program Files (x86)\World of Warcraft\Data”, the “data” and “indices” folders (not certain both are needed, but I accidentally deleted mine which led to me being able to start the game successfully). Restart wow using the “wow.exe” executable in the “retail” folder, not the Blizzard launcher. Game will start, it will take a while to load as it will D/L files while loading. The first start the loading process hung (or maybe really slow due to my Internet, so I "alt-f4"ed it to kill it, and started again using wow.exe, it picked up where it left off. Once it loaded all was fine. Note: first time in my toon had no buttons on actions bars, /reload fixed that. Hope it helps.

I did as Shelbygirl suggested and it worked, however next blizzard launcher use it reverted to error message, I found that just using the “retail” folder launch worked just fine without deleting any files
