I was playing a game of Hearthstone and accidentally flipped the switch on my surge protector the PC is connected to. Since starting back up I can’t go online in the battle.net app and get this (BLZBNTBGS80000011) error code. I have uninstalled everything and reinstalled multiple times.

Also, if you search in this forum, you will find many topics about that error… some of them have no solution but a few do. You could try the solutions that you find and see if they work for you.
Finally, Blizzard has issued a “Planned Maintenance” advisory for Monday, 24 June – there doesn’t seem to be any info on what will be done or whether that planned maintenance might resolve the issue you are encountering now.

P.S. : there’s another player on the Europe forums with the same error (different circumstances, I think… but same error). He submitted a ticket and was referred back to the forums by Customer Support. 
I suggested that he posts here instead… perhaps both of you can compare notes, so to speak. Am also wondering if the two of you are with the same ISP or in the same geographical area.

Hi, so I believe we are not in the same geographic area or have the same ISP, but I would like to know if you were able to solve the problem?
I have already contacted my ISP, who did all the possible checks and informed me that it is not caused by them. After all, the login works normally on other devices and on the web.
