How can I fix this? Can this also be because of my PC specs?

my vanguard game will not launch, it says i need to buy it again but i already bought it.
Seems to be a Blizzard thing because both Starcraft and SC2 are giving me these errors. Blizzard has gone down the pan since activision took over, even the battle.net app has crappy COD rubbish on it amongst other things!
