What gives? For 2 days straight, my noon (Wehawdggie) has been attempting to complete a quest (Gambling Debt) with no success. Has killed Silvermoon Harry numerous times! Restarted it, and still no success!

This forum is for issues with the Desktop Launcher that updates and launches Blizzard (and allied) games.
Blizzard Support does not give hints about how to complete quests. Your best bet is to read up about it on a third party data site like Wowhead.
The customer comments there should give you help on how to do the quest - some can be tricky.
With the pre-patch level squish there are also unexpected bugs. If you determine, after reading wowhead and trying tips in comments, that it is bugged, the proper way to submit a but is to use the in-game help menu then Bug Report option. That goes to the QA team for review. They won’t directly fix it for you, but it may get fixed in a patch.
