I cannot find the way I initially was presented the option to do this but I was given the option to have a direct Chrome Shortcut to the HearthStone Forums for Win 10 on my deskstop. It is a slimline version of chrome as it lacks a url bar or any other typical browser functions. It is like it is specifically only designed to browse the Blizzard HS Forums (and the other bnet forum areas).
I would love to have a recreation of this for the WoW forums too (these use the server and toon avatar of choice and not the overall bnet handle). But just a chrome shortcut that essentially does the same thing and runs in this slimline version of chrome.
When I look at the properties of the shortcut icon on my deckstop the target is set to :
