After a lot of testing i finally managed to get back into my account and blizzard loads fine now. If you see my previous tests i was doing a ton and it didnt work. However After searching my pc and clearing all my battlenet files (may not be required this is just what i did). i then ran these 2 fixes restarted my pc and im finally able to load again.

Press Win + S, search for Command Prompt, right-click → Run as Administrator

1. Run these commands one at a time:

winmgmt /verifyrepository

If it says “WMI repository is inconsistent”, then run:

winmgmt /resetrepository

3. ---

   Restart and try again however step 2 is what got me in

   ---

   ---

   Step 2: Network stack reset (if still broken)

   Open Command Prompt as Admin and run all of these:

   netsh winsock reset
   netsh int ip reset
   ipconfig /release
   ipconfig /renew
   ipconfig /flushdns
   

   Then restart.
