I’m using a relatively fresh installation of Windows 10, I did roll back some data from a backup since I’ve had some unrelated technical issues before.
I’m unsure how long this issue has been here since I rarely use the chat feature in the application, but this issue has been happening for the last few days and restarting the computer or application doesn’t work.
I do have a network device that blocks known malware sites and spyware, but I’ve paused that and restarted the desktop app but the issue still persists.

Uninstall and then reinstall the Battle.net Desktop App.
If you continue to experience issues, many problems related to your installation of Windows can be resolved by creating a new administrator account, logging into it, and trying the Battle.net Desktop App while logged into the new admin account.
If the Battle.net Desktop App only works consistently on the new admin account, the easiest fix is to simply move your old files to the new admin account. Alternatively you can work with Microsoft to fix the problem with the old account, if preferred.

Uninstalling the client and deleting all the data seems to have worked.
