The battlenet launcher has been prompting me to download a WoW update for the better part of a week now and every time I do, it gets to 100% and then just stops. If I try to force it to finish, I get Error Code: BLZBNTAGT0000138F. I have followed all of the recommended steps on the page, obviously restarted the PC several times, ran the scan and repair, did a full uninstall/reinstall, doublechecked my firewall settings to ensure Battle.net exceptions and run a full system scan. Nothing seems to resolve the issue. The game is still playable but everytime I open battlenet I have to wait for it to go through this whole download/pause routine before I can log into the game leaving it in this frozen state.
