As I have seen many other posts on here about this issue, I figured I would share my experience so far and inquire if anyone has any other suggestions.
I have been getting the same DLL error code as many other users have reported but I have had no resolution to the problem. The issue stems from the “13960\libcef.dll”.
Things I have tried to do to fix the issue:
Deleted all Battle.net files and redownload
Unquarantine the file from my AV
Changed AntiVirus software. I was previously using Cylance and noticed others having the same issue with them so I switch to a different vendor but still had the same problem.
I ran the “DISM.exe /Online /Cleanup-image /Restorehealth” and then did a sfc /scannow which did indeed find corrupted files. Then redownloaded and still had the same error.
Updated all Drivers
Ensured my Windows system was fully updated
Is there anything else I could do to get this issue resolved?
Has Blizzard even acknowledged that this is clearly an issue across its platform?
I and a friend of mine have exactly the same issue. Even went so far to uninstall every AV and disable the windows one. Still get the error. Tried everything as mentioned above.

C:\program Files(x86)\Battle.net\Battle.net.13960\libcef.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc0000022.
Any help would be appreciated, dont want to wait until the next battle.net version has released. Also it is not possible to update a game without this app, so we can’t play any game at all.

so far blizz is just trying to put blame on the av, even tho that av doesn’t kick in until a the dll starts acting suspect. what changed with it from the last version? they dont wanna say.
interasting note tho-i get the bad image error first than after closing that error box dose the dll get locked down.
i also find it telling when about 75% of what they say is “turn off any system defenses your running” when something says one of their files is suspect.

I have reinstalled and deleted even program data files multiple times now
if you are using Cylance, the only way around is to add it to the white list. (psa-cylanceprotect is apparently discontinuing its subscription for home users (not business subs for employees home use, but for individual home users), and while it should be effective for a while, its time to seek out a new av).
