I added the CD keys to my account today and downloaded the downloaders for both Diablo II and Lord of Destruction. When I run the installer it shows a 404 screen in the middle of the app, and tries to save the file “http_404_webOC” with no apparent extension. Once the downloaders have finished I run Installer.exe as administrator. It remains running in the background according to task manager, but they do not give me the option to install the game.

Yeah – I don’t think the downloaders need that file but since they can’t find it on your system, they give you a warning. You can save it on your HD so that it doesn’t give you that warning if you ever need to download the installer again.
I didn’t have that problem when I ran the installers… make sure it’s not minimized or hidden behind another window. You should be seeing:
When you click on the Install button, you will get this agreement:
which you need to scroll through (and read
) before the Agree button will become available.

Is that really needed on your system ? I didn’t do that – I am an administrator on my PC.
That article is for the modern Blizzard launcher.
The OP is trying to install legacy D2 which doesn’t use the launcher. The D2 clients use their own built in launcher.
