I ran some tests just now on the EU realm. I also got the temporary restrictions quite easily two different times.
Normally, I play on U.S. West and don’t see this issue. Maybe they should re-boot the servers for the EU realm.
I did see bots running, so maybe that’s a prevention measure that is also affecting real players. The servers have always had restrictions in place when rapidly creating new games or switching between them, but it seems extra sensitive to me at this time.

I’ve also been trying to replicate this… yesterday and just now… on Europe. I can’t.
I am playing a low level barb and am farming the Countess… each run is about 10~15 minutes on Normal. I’m playing solo.
Does the temp restrictions only occur in grouped games ?
No, it’s not grouped games only. I was playing solo during my tests.
The complaints are that even making one game and doing boss runs, then leaving to make a new game can trigger it. I haven’t replicated that one yet either.
It’s intermittent and doesn’t always manifest itself. It took about 60 mins of continuous tests of making a few games and leaving and I was surprised at how sensitive it was.
The temp restrictions only last a few minutes which is normal. It can be triggered by just moving from one game to another in a normal manner but is inconsistent.
I also got a “REALM DOWN” error initially upon logging in to do the tests that I’ve never seen before. But, it was a false positive because I was able to log right back in.
I didn’t have any lag while playing or rubber-banding…etc. I’m in the Western U.S. so that’s quite good.

I did get some rubber-banding… was approaching Charsi to sell stuff and got jerked back near the Town Portal. 
Happened only once… perhaps twice.
Didn’t get the Realm Down error, nor temp restrictions, nor lag per se… as in delay in attacking (it should pretty obvious with a barb armed with 2 scepters when it will occur).
Not sure if the Countess counts as a boss… perhaps not. Can’t do Andariel runs, am only lvl 15 atm.
I’m in Eastern Canada… was going to run some WinMTR if I get some lag…
I’ll test again after lunch. Diablo III Season 31 is getting tedious… so this is a nice break, sort of

A short run with a WinMTR and another with PingPlotter… and a longer run with a WinMTR. No real issues in-game…
