As on US East, messaging within a game (hit enter, type public message, hit enter to send) fails to work. The message “disappears” when you hit enter to send the message. Yet commands to the system (i.e. /time) work fine. This appears to be a deliberate attempt by Blizzard (to stop bots controlled by those commands)? It also means no messaging in-game (for practical purposes). No public messaging possible. Problem happens in most games, but (yet?) not all games.

This error is region-agnostic right now - which means it can affect USEast or USWest. I’ve updated the main thread to better demonstrate this. Let’s centralize reports there.
