Change country form US to Argentina not working

I’m trying to change my country from US to Argentina, so I can add my phone number to my Blizzard account, but the self service is not working. I followed the instructions, sent my Govt. Issued ID and every single time I get a response saying that something is wrong with my country and the ticket gets marked as solved.
In the ticket there is a link to contact support but I get the same automated response in a loop.
Can someone help me with this?

I also have a problem with changing my country, they don’t answer my questions and I’ve attached my passport, population authority and my phone bill, the support is terrible… i pre-ordered MW 2 to play the beta and I can’t because it take ages for them to answer, do you know if we can get refunded for the purchase? I’m frustrated….
