Can't Restart Overwatch

I can’t restart the in-game options for Overwatch, the button is grayed out. I need to restart it to be able to play on the PTR but it’s not working. What am I doing wrong?

You can change to the PTR version by clicking the Region drop down box. If you need more help, try the steps here or report the problem on the Overwatch PTR forums here.
