I cannot change the Country where i live, in my account Settings.
My account was created on the EE.UU, now i live in another Country so i need to change country to add my actual phone number.
Please help me out, this is very disappointing.
Already put a ticket, and i already send a Bill to demonstrate where i live.

Follow the steps in:
If that doesn’t work, you will need to submit a ticket. 
If you cannot change the country yourself, you will need to contact Blizzard and have them change it for you. Please submit a legible image of a recent utility bill with your name and new address for manual review by Blizzard.

and put as much information as available in the “Description” box.
There are a lot of tickets in the system right now and the waiting time is a lot longer than the usual 24~48 hrs.
