It is not a bug Bizzard and dnd do spawn random places in the area you targeted if you are unlucky the shards will land on the side of the units and only do splash damage.
Dnd tend to have more splash damage and less direct than blizzard.
Also on average Blizzard will do more damage to units (about 10% more) and dnd does a lot more damages to farms (about 40% more)

you’re actually right… i didn’t notice but a very minor amount of damage is being dealt
