Blizzard does not remove games from your account… unless you get banned – and even then, I think the license is still visible in your account, but disabled.
Are you sure that you are using the correct account ? You need to use the same e-mail to log into Battle.Net that you used when you bought Vessel of Hatred.
Did your account get hacked ? Do you remember what your BattleTag was when you were playing Diablo IV ? If the BattleTag has changed, it’s most likely because either you changed it… or the account was hacked and the hacker created another account for you – minus the D4 license.
If your account was hacked, you will need to contact Blizzard Support to get it back :
