Had same issue on PC. I had to re-establish my Game Pass link to my Battle.net account. Then re-start Battle.net as administrator. And install Diablo 4 via Battle.net app.

"If you are receiving this error when trying to install Diablo IV from the Game pass please try the steps below.
- Uninstall the Battle.net app from your system.
- Next, navigate to the XBOX software and attempt to install Diablo IV from there."
It needs battle.net app to install the game even CS doesn’t know what they are doing

If you can provide detailed step by step instructions, it could also benefit the Diablo IV players with the same issue.
There is really no point posting here about Diablo 4 – no one from the D4 Team is gonna come here for that type of feedback.
